It is not Serbia, it is "Russian Flag Day in Britain badge" for men (for women - without ribbon). Was given for merits to English by Russian Empress in period of WWI. English made, by the way.
Here is the pic and the info from some English auction:
"awarded by Her Imperial Majesty the Empress Alexandra Fedorovna of Russia to Mr and Mrs Herbert A Wills "In recognition of the valued services rendered in connection with the Russian Flag Day Movement in England", in cases of issue, together with certificates and a related newspaper cutting.
