I need your help in identifying this item.

I think that it is an Estonian cap badge but I cannot figure out who was wearing this badge and when it was. Can it be relevant to Estonian Legion or the 20th Grenadier Division of the SS? Or maybe it related to one of Schuma battalions?

Estonian army officer shoulder rank badge, starting from major. Used in between 1926-36.
